The IS 7 is criticized for the oblique cannon and the rather weak turret, and the IS 4 is criticized for its slowness and weak forehead. This is the difference between these two tanks.
It should be added, by the way, that IS 4 and IS 7 in a pair represent a formidable bundle, to which it is not easy to find a key. The IS 4 has a pretty good gun that complements the IS 7 with its awfully slow downmix and low accuracy.
