2. II. I. General provisions
1. 2. 3. Control of the composition and properties of wastewater includes:
a) selection of wastewater samples;
b) Subsequent analysis of selected samples of wastewater.
II. The program for monitoring the composition and properties of wastewater
4. The system of controlling the composition and properties of wastewater is developed and is approved by the organization carrying out water disposal, and is agreed by the territorial body of the Federal Service for Supervision in the field of environmental management (hereinafter referred to as the territorial body).
The term of the composition of the control of the composition and properties of wastewater is at least 3 years.
5. The composition of the control of the composition and properties of wastewater includes:
a) list of subscribers;
b) indication of the frequency of the planned control of the composition and properties of wastewater and the grounds for carrying out unscheduled control of the composition and properties of wastewater;
c) indication of sewage sampling sites.
6. The frequency of planned control of the composition and properties of wastewater cannot exceed 1 time per quarter, with the exception of the case specified in paragraph 7 of these Rules, and cannot be less commonly 1 time per year.
7. The frequency of planned control of the composition and properties of wastewater can not exceed 1 time per month if over the past 3 years preceding the sampling date, wastewater discharged, carried out with a violation of the declaration on the composition and properties of wastewater, excess Regulations of permissible discharges, and (or) limits for discharges, and (or) regulatory standards for the composition of wastewater, the requirements for the composition and properties of wastewater established in order to prevent the negative impact of wastewater to the operation of a centralized drainage system.

8. In cases where, when applied to the subscriber, the frequency of planned control of the composition and properties of wastewater provided for in paragraph 7 of these Rules, for 6 months, wastewater discharged with a violation of the declaration on the composition and properties of wastewater was not established against the subscriber. planned control of the composition and properties of wastewater in accordance with paragraph 6 of these Rules.
9. The grounds for carrying out unscheduled control of the composition and properties of wastewater are:
a) the emergence of accidents, damage or failure of a centralized system of drainage or individual structures, equipment and devices, resulting in the cessation or a significant decrease in water disposal;
b) detecting the inconsistency of wastewater composition indicators to the regulations of permissible discharges, and (or) limits for discharges, and (or) regulatory standards in the composition of wastewater, requirements for the composition and properties of wastewater established in order to prevent the negative impact of wastewater to work in centralized drainage systems, and (or) indicators specified in the Declaration on the composition and properties of wastewater, including the discovery of the discharge of pollutants, other substances and microorganisms prohibited for discharge into centralized water disposal systems;

c) detecting the implementation of wastewater discharges by the subscriber without the use of local sewage treatment plants or the operation of these structures with impaired conditions for their operation;
d) obtaining an organization carrying out water disposal, from bodies carrying out state control (supervision), prescriptions to eliminate violations of conditions of use water objects In terms of discharges in water objects wastewater that does not correspond to the standards for permissible discharges and (or) limits for discharges, or violations that caused or threatening causing damage environment, property legal, individuals or population health.
III. The procedure for the development and coordination of the composition of the control of the composition and properties of wastewater
10. The control program for the composition and properties of wastewater is represented by the organization carrying out water disposal, to the territorial body at its location in the form given in Appendix N 1.
11. The territorial body considers the control program for the composition and properties of wastewater within 30 working days from the date of its receipt and decides on its coordination or refusal to coordinate it. The territorial authority shall notify the organization carrying out water disposal, about the decision taken by any way that confirms the fact of obtaining the organization carrying out the evaluated decision.
12. The grounds for the refusal of the territorial body in coordinating the program for controlling the composition and properties of wastewater are:
a) inconsistency of the composition of the composition of the composition and properties of the form of the form given in Appendix No. 1 to this Regulation;
b) the inconsistency of the periodicity of sewage sampling the provisions provided for in paragraphs 6 and 7 of these Rules;
c) unspecified sewage sampling sites;
d) inconsistency of the term of the program for monitoring the composition and properties of wastewater provisions provided for in paragraph 4 of these Rules.
13. The territorial body in the event of a decision on refusal to coordinate the control program for the composition and properties of wastewater sends to an organization that carries out water disposal, a written refusal to indicate the motivated grounds for which this decision is made, including indicating specific data and (or) sections contained in the composition of the control of the composition and properties of wastewater that do not meet the provisions of these Rules.
14. When obtaining a refusal to coordinate the control program and wastewater properties program, the organization carrying out water disposal is finalizing the program for monitoring the composition and properties of wastewater and no later than 15 working days from the date of obtaining refusal to coordinate it submits it to approval to the territorial body location of the organization carrying out water disposal.
15. The coordination of the finalized control program for the composition and properties of wastewater is carried out by the territorial authority in the manner and the deadlines provided for by paragraphs 11 and 13 of these Rules.
16. The basis for making an organization carrying out water disposal, changes to the control program for the composition and properties of wastewater during its term of its action is the change in the list of subscribers included in the territorial body of the composition of the composition and properties of wastewater, and (or) standards for permissible discharges.
The indicated changes in the program of controlling the composition and properties of wastewater are presented by the organization carrying out water disposal, for approval to the territorial body at the place of its location in the form given in Appendix No. 1 to this Regulation.
17. The territorial body considers changes to the program for monitoring the composition and properties of wastewater within 30 business days in the manner prescribed by paragraphs 11 and 13 of these Rules.
IV. Selection of wastewater samples and analysis of selected sewage samples
18. Selection of wastewater samples is carried out by the organization carrying out water disposal.
19. Selection of wastewater samples is carried out in the presence of a subscriber, with the exception of its failure to appear to the sampling site. In the event of a subscriber's failure to appear to the selection of wastewater sampling within 15 minutes after the time specified in the notification of the selection of wastewater sampling, wastewater samples are selected without a subscriber.
20. Subscribers are required:
a) to ensure the possibility of selection of wastewater samples at any time of the day;
c) provide unhindered access to the selection of wastewater sampling;
d) ensure the presence of a subscriber during selection of wastewater samples;
e) Ensure the identification of sewage sampling sites (the presence of distinguishable pointers containing identifying signs of selection of wastewater sampling and allow them to determine them on the ground).
21. The organization carrying out water disposal is obliged to notify the subscriber to the selection of wastewater sampling no later than 15 minutes before the selection of wastewater sampling procedure. Selection of wastewater sampling is carried out no earlier than 15 minutes from the moment of confirming the fact of receiving such notifications to the subscriber.
22. Selection of wastewater sampling is carried out from control sewer wells indicated in the program of controlling the composition and properties of wastewater or drainage agreements, a single agreement of cold water supply and drainage.

23. Selection of wastewater sampling in the presence of such an opportunity is carried out outside the zones of the subjorate from the centralized system of drainage from the tray of the sewer well or the incident jet. In the absence of such a possibility, the selection of wastewater sampling is carried out in several places in the flow cross section (or well), after which the average (mixed) sample is compiled.
24. In case of the impossibility of selection of wastewater sampling from sewage sampling sites due to the failure to fulfill its duties specified in paragraph 20 of these Rules, selection of wastewater samples is carried out from the first affordable well on the wastewater network, on which the wastewater transportation is transported by the subscriber nearest to sewer release from the subscriber's object. In this case, the indicators of the composition and properties of wastewater selected sample are considered indicators of the composition and properties of wastewater assigned to the subscriber to the centralized system of drainage.
25. The volume of wastewater sample is determined by the organization carrying out water disposal, based on the amount necessary for research.
26. Organization carrying out water disposal, and the subscriber in selection of wastewater samples has the right to carry out photo and video confixation of the sewage sampling procedure.
27. According to the results of selection of wastewater sampling at the site of sewage sampling, the organization carrying out water disposal is in 2 copies of the selection of wastewater sampling in the form given in Appendix N 2, which is signed by the organization carrying out drainage, and the subscriber.
28. In disagreement of the subscriber with the content of the selection of wastewater sampling, the subscriber is obliged to sign this act with an indication of its objections. The act of selection of wastewater samples in the event of a subscriber's failure from its signing is signed by the organization carrying out water disposal, with the mark "refused subscriber from the signature." In the event of a subscriber's failure to appear to the place of selection of wastewater sampling at the set time, the selection of wastewater sampling is signed by the organization that carries out water disposal, with a note "The subscriber for selection of wastewater samples at the set time did not appear." One copy of the sewage sampling act within 3 working days from the date of sending wastewater sample to an accredited laboratory is sent to a subscriber in any way that confirms the fact of obtaining this act by the Subscriber.
29. In the selection of wastewater samples by the organization carrying out water disposal, the Subscriber has the right to carry out a parallel selection of wastewater samples and analyze them in an accredited laboratory at the expense of its own funds.

30. With parallel selection of wastewater samples, the organization carrying out water disposal takes out the backup sample.
31. The separation of the sample on parallel and the backup is carried out by the organization that carries out water disposal at the site of selection of wastewater samples.
32. Capacities with samples must be marked with water disposal organization. Salt waters samples should be separated by disposable seals by an organization carrying out water disposal. Responsibility for compliance with the terms of transportation of samples into accredited laboratories, an organization carrying out water disposal, or a subscriber carrying out transportation.
33. Parallel and backup samples cannot be used to determine the content of substances (indicators), which change when contact with atmospheric air or in short intervals (pH, dissolved gases), as well as substances that are not mixed with water.
34. The backup sample is stored in the organization that carries out water disposal to resolve possible disagreements.
35. The results of the selection of parallel and reserve wastewater samples are indicated in the selection of wastewater sampling, compiled in the form given in Appendix N 2 to this Regulation, in 3 copies, which are signed by the organization carrying out water disposal, and the Subscriber within 1 working day sampling day. The third instance of such an act is stored with the backup breakdown. The subscriber in disagreement with the content of the selection of wastewater sampling is obliged to sign it with the presentation of a special opinion no later than 1 working day from the date of sampling.
36. The results of the analyzes of selected parallel samples of wastewater within 24 hours from the date of their preparation are submitted by subscribers to the organization carrying out water disposal, to assess the comparability of the results. If the results are comparable (differ not more than the error of the measurement method by more than 90 percent of the measured indicators), the average arithmetic value of the results of the analysis of parallel samples of 2 accredited laboratories is taken for the true meaning.

37. In the event that the results of the analysis of selected wastewater samples are not comparable and at least one of the parties refuses to take on the true meaning of the analysis results, the average arithmetic value of the analysis of parallel samples analysis, due to such Part 1 of the working day analysis of the backup sample. In the presence of such a possibility, the analysis of the backup sample is carried out in an accredited laboratory that did not participate in the analysis of parallel samples of wastewater. For the true meaning of the results of the analysis for each of the studied indicators, the average arithmetic results of the backup sample and one of the parallel samples are taken, the results of which are less different from the results of the backup sample.
38. The results of analyzes of selected wastewater samples are a documentary confirmation of the fact of compliance with either a violation by the subscriber of declarations on the composition and properties of wastewater, standards for permissible discharges and (or) limits for discharges, and (or) regulatory standards in the composition of wastewater, the requirements for the composition and composition and The properties of wastewater established in order to prevent the negative impact of wastewater to the operation of a centralized wastewater system.

V. Results of control of the composition and properties of wastewater
39. The organization that carries out the journal of controlling the composition and properties of wastewater subscribers in the form given in Appendix N 3.
40. The results of the analysis of selected samples of wastewater are entered by the organization carrying out water disposal, to the magazine control of the composition and properties of wastewater subscribers in electronic and paper form. Maintaining the magazine control of the composition and properties of wastewater subscribers in electronic form (the use of a specialized database) is mandatory for organizations carrying out water disposal in settlements with a population of more than 50 thousand people (from January 1, 2015 - with a number of more than 10 thousand people ).
41. An organization carrying out water disposal, within 3 working days from the date of receipt of the results of wastewater test results, sends a subscriber to the subscriber from the logging journal and the wastewater properties of subscribers in any way to confirm the fact of obtaining an extract to the addressee.
42. In cases of violation by the Subscriber standards for admissible discharges or limits for discharges, the organization carrying out water disposal informs the territorial body within 24 hours from the date of receipt of wastewater sample tests selected from the sewage networks of the Subscriber.
43. The organization carrying out water disposal provides free and unhindered access to the magazine controlling the composition and properties of wastewater subscribers. The organization carrying out water disposal provides bodies exercising state control (supervision) and local self-government authorities from the magazine of the Control of the composition and properties of wastewater within 2 business days after receiving the request. The organization that carries out information provides information on the results of monitoring the composition and properties of wastewater subscribers to other persons who sent the appropriate request to the organization with an indication of the subscriber's object with which wastewater discharge is carried out within 5 business days after receiving the request.

d) inconsistency of the term of the program for monitoring the composition and properties of wastewater provisions provided for in paragraph 4 of these Rules.
13. The territorial body in the event of a decision on refusal to coordinate the control program for the composition and properties of wastewater sends to an organization that carries out water disposal, a written refusal to indicate the motivated grounds for which this decision is made, including indicating specific data and (or) sections contained in the composition of the control of the composition and properties of wastewater that do not meet the provisions of these Rules.
14. When obtaining a refusal to coordinate the control program and wastewater properties program, the organization carrying out water disposal is finalizing the program for monitoring the composition and properties of wastewater and no later than 15 working days from the date of obtaining refusal to coordinate it submits it to approval to the territorial body location of the organization carrying out water disposal.
15. The coordination of the finalized control program for the composition and properties of wastewater is carried out by the territorial authority in the manner and the deadlines provided for by paragraphs 11 and 13 of these Rules.
16. The basis for making an organization carrying out water disposal, changes to the control program for the composition and properties of wastewater during its term of its action is the change in the list of subscribers included in the territorial body of the composition of the composition and properties of wastewater, and (or) standards for permissible discharges.
The indicated changes in the program of controlling the composition and properties of wastewater are presented by the organization carrying out water disposal, for approval to the territorial body at the place of its location in the form given in Appendix No. 1 to this Regulation.
17. The territorial body considers changes to the program for monitoring the composition and properties of wastewater within 30 business days in the manner prescribed by paragraphs 11 and 13 of these Rules.
IV. Selection of wastewater samples and analysis of selected sewage samples
18. Selection of wastewater samples is carried out by the organization carrying out water disposal.
19. Selection of wastewater samples is carried out in the presence of a subscriber, with the exception of its failure to appear to the sampling site. In the event of a subscriber's failure to appear to the selection of wastewater sampling within 15 minutes after the time specified in the notification of the selection of wastewater sampling, wastewater samples are selected without a subscriber.
20. Subscribers are required:
A) to ensure the possibility of selection of wastewater samples at any time of the day;
b) contain control sewer wells and approaches to them in a state that provides free access to wastewater and the selection of their samples;
c) provide unhindered access to the selection of wastewater sampling;
d) ensure the presence of a subscriber during selection of wastewater samples;
e) Ensure the identification of sewage sampling sites (the presence of distinguishable pointers containing identifying signs of selection of wastewater sampling and allow them to determine them on the ground).
21. The organization carrying out water disposal is obliged to notify the subscriber to the selection of wastewater sampling no later than 15 minutes before the selection of wastewater sampling procedure. Selection of wastewater sampling is carried out no earlier than 15 minutes from the moment of confirming the fact of receiving such notifications to the subscriber.
22. Selection of wastewater sampling is carried out from control sewer wells specified in the control program and sewage properties.
23. Selection of wastewater sampling in the presence of such an opportunity is carried out outside the zones of the subjorate from the centralized system of drainage from the tray of the sewer well or the incident jet. In the absence of such a possibility, the selection of wastewater sampling is carried out in several places in the flow cross section (or well), after which the average (mixed) sample is compiled.
24. In case of the impossibility of selection of wastewater sampling from sewage sampling sites due to the failure to fulfill its duties specified in paragraph 20 of these Rules, selection of wastewater samples is carried out from the first affordable well on the wastewater network, on which the wastewater transportation is transported by the subscriber nearest to sewer release from the subscriber's object. In this case, the indicators of the composition and properties of wastewater selected sample are considered indicators of the composition and properties of wastewater assigned to the subscriber to the centralized system of drainage.
25. The volume of wastewater sample is determined by the organization carrying out water disposal, based on the amount necessary for research.
26. Organization carrying out water disposal, and the subscriber in selection of wastewater samples has the right to carry out photo and video confixation of the sewage sampling procedure.
27. According to the results of selection of wastewater sampling at the site of sewage sampling, the organization carrying out water disposal is in 2 copies of the selection of wastewater sampling in the form given in Appendix N 2, which is signed by the organization carrying out drainage, and the subscriber.
28. In disagreement of the subscriber with the content of the selection of wastewater sampling, the subscriber is obliged to sign this act with an indication of its objections. The act of selection of wastewater samples in the event of a subscriber's failure from its signing is signed by the organization carrying out water disposal, with the mark "refused subscriber from the signature." In the event of a subscriber's failure to appear to the place of selection of wastewater sampling at the set time, the selection of wastewater sampling is signed by the organization that carries out water disposal, with a note "The subscriber for selection of wastewater samples at the set time did not appear." One copy of the sewage sampling act within 3 working days from the date of sending wastewater sample to an accredited laboratory is sent to a subscriber in any way that confirms the fact of obtaining this act by the Subscriber.
29. In the selection of wastewater samples with water disposal, the Subscriber has the right to simultaneously produce a parallel selection of wastewater samples and analyze them in an accredited laboratory at the expense of its own funds.
30. With parallel selection of wastewater samples, the organization carrying out water disposal takes out the backup sample.
31. The separation of the sample on parallel and the backup is carried out by the organization that carries out water disposal at the site of selection of wastewater samples.
32. Capacities with samples must be marked with water disposal organization. Salt waters samples should be separated by disposable seals by an organization carrying out water disposal. Responsibility for compliance with the terms of transportation of samples into accredited laboratories, an organization carrying out water disposal, or a subscriber carrying out transportation.
33. Parallel and backup samples cannot be used to determine the content of substances (indicators), which change when contact with atmospheric air or in short intervals (pH, dissolved gases), as well as substances that are not mixed with water.
34. The backup sample is stored in the organization that carries out water disposal to resolve possible disagreements.
35. The results of the selection of parallel and reserve wastewater samples are indicated in the selection of wastewater sampling, compiled in the form given in Appendix N 2 to this Regulation, in 3 copies, which are signed by the organization carrying out water disposal, and the Subscriber within 1 working day sampling day. The third instance of such an act is stored with the backup breakdown. The subscriber in disagreement with the content of the selection of wastewater sampling is obliged to sign it with the presentation of a special opinion no later than 1 working day from the date of sampling.
36. The results of the analysis of selected parallel samples of wastewater within 24 hours from the date of their receipt are sent to subscribers to the organization carrying out water disposal, to assess the comparability of the results. If the results are comparable (differ in more than the error of the measurement method by more than 90 percent of the measured indicators), the average arithmetic value of the analysis of the analysis of parallel samples of 2 accredited laboratories is taken for the true meaning.
37. In the event that the results of the analysis of selected wastewater samples are not comparable and at least one of the parties refuses to take on the true meaning of the analysis results, the average arithmetic value of the analysis of parallel samples analysis, due to such Part 1 of the working day analysis of the backup sample. In the presence of such a possibility, the analysis of the backup sample is carried out in an accredited laboratory that did not participate in the analysis of parallel samples of wastewater. For the true meaning of the results of the analysis for each of the studied indicators, the average arithmetic results of the backup sample and one of the parallel samples are taken, the results of which are less different from the results of the backup sample.
38. The results of analyzes of selected wastewater samples are a documentary confirmation of the fact of compliance with either a violation by the subscriber of declarations on the composition and properties of wastewater.
V. Results of control of the composition and properties of wastewater
39. The organization that carries out the journal of controlling the composition and properties of wastewater subscribers in the form given in Appendix N 3.
40. The results of the analysis of selected samples of wastewater are entered by the organization carrying out water disposal, to the magazine control of the composition and properties of wastewater subscribers in electronic and paper form. Maintaining the magazine control of the composition and properties of wastewater subscribers in electronic form (use of a specialized database) is mandatory for organizations carrying out water disposal in settlements with a population of more than 50 thousand people (from January 1, 2015 - with a number of more than 10 thousand. human).
41. An organization carrying out water disposal, within 3 working days from the date of receipt of the results of wastewater test results, sends a subscriber to the subscriber from the logging journal and the wastewater properties of subscribers in any way to confirm the fact of obtaining an extract to the addressee.
42. In cases of violation by the Subscriber standards for admissible discharges or limits for discharges, the organization carrying out water disposal informs the territorial body within 24 hours from the date of receipt of wastewater sample tests selected from the sewage networks of the Subscriber.
43. The organization carrying out water disposal provides free and unhindered access to the magazine controlling the composition and properties of wastewater subscribers. The organization carrying out water disposal provides bodies exercising state control (supervision) and local self-government authorities from the magazine of the Control of the composition and properties of wastewater within 2 business days after receiving the request. The organization that carries out information provides information on the results of monitoring the composition and properties of wastewater subscribers to other persons who sent the appropriate request to the organization with an indication of the subscriber's object with which wastewater discharge is carried out within 5 business days after receiving the request.
