This mechanism allows to achieve greater "transparency" procedure for providing water bioresources to use, avoid unnecessary administrative barriers with the usual order of licensing.
Permission has an administrative and legal nature. It is characteristic that with the update and other sectors of natural legislation, licensed procedure is also gradually displaced, for example, in water law. Some licenses come close to them documents.
Permission to prey (catch) aquatic bioresources may be issued for implementation:
1) industrial fisheries;
2) coastal fisheries;
3) fisheries in research and monitoring purposes;
4) fisheries in educational and cultural and educational purposes;
5) fishing for commercial fish farming, reproduction and acclimatization of aquatic bioresources;
6) organization of amateur and sports fisheries.

In addition, permits are issued for the extraction (catch) of water biological resources in the areas of action of international treaties of the Russian Federation in the field of fisheries and conservation of water biological resources; Production (catch) of water biological resources in the exclusive economic zone of the Russian Federation by foreign legal entities and individuals in accordance with international treaties of the Russian Federation in the field of fishing and preserving water biological resources.
