The device and rulers always seek to issue their interests for the interests of society as a whole, and their interests are primarily to preserve and strengthen the authorities, in the preservation of power in their hands.

In a broad sense, the office of public political power includes the legislator (they may be parliament, and the sole ruler), government-administrative and financial bodies, police, armed forces, court, punitive institutions. All the highest powers of public political power can be connected in one person or authority, but can be separated. Finally, the public political power can be different in content, namely, two fundamentally opposite types are possible: either the power is limited to freedom of contempt and intended to protect their freedom, or it exists in society where there is no freedom, and is unlimited. In modern science, the relationship between the states and the right is generally recognized, the need for the legal basis of power in the state.
